Actions Runner Controller (ARC)

Actions Runner Controller is a Kubernetes operator that orchestrates and scales self-hosted runners for GitHub Actions. It creates runner scale sets that automatically scale based on the number of workflows running in a repository, organization, or enterprise, and because controlled runners can be ephemeral and container-based, new instances can start and stop rapidly and cleanly.

It is set up on a Kubernetes cluster using Helm, after which workflows reference the runner scale set to run their jobs. It is developed and maintained in collaboration with the GitHub Actions team and external maintainers and contributors, and its documentation covers autoscaling, quickstart setup, authentication, and configuring runner groups, custom volumes, and Windows runners.
