mlx_steering_dump

mlx_steering_dump provides parsing tools for Mellanox's hardware/software steering dumps, intended for developers working with SWS (software steering) and HWS (hardware steering) acceleration.

Separate hws and sws directories each hold their own parsing tools and their own README describing how to read the dumps for that acceleration path.
